Plastics Circular Investment Initiative (PCII)

The Business Matchmaking for Investment Mobilization to Accelerate the Establishment of a Sustainable Plastic Value Chain in Indonesia program reflects the Global Green Growth Institute’s (GGGI) commitment to advancing inclusive green growth that integrates economic, environmental, and social priorities.

Implemented in collaboration with the Ministry of National Development Planning (Bappenas) under the Plastics Circular Investment Initiative (PCII) and funded by the Korea Green New Deal Trust Fund (KGNDTF), the project supports Indonesia’s transition toward a circular plastic economy in line with the National Medium-Term Development Plan (RPJMN) 2025–2029, the Second NDC, the SDGs, and the Circular Economy Roadmap 2025–2045.

Scope

Program Component:

Landscape Analysis, which identifies market gaps and investment opportunities in recycled and bioplastics sectors;
Business Matchmaking (BM) facilitation, which connects local businesses, financial institutions, and government partners through a Call for Proposal (CfP) mechanism;
Technical Studies, which refine project feasibility and enhanced bankability.

Call for Proposal (CfP) - Business Matchmaking

The main objective of the Call for Proposals (CfP) is to identify investment-ready projects that can drive the development of a sustainable plastic value chain in Indonesia. In addition, the CfP seeks to support potential projects—particularly those led by medium-sized players—to advance toward investment readiness through targeted technical assistance, such as technical assessments and business development support.

Through this process, the CfP aims to create a pipeline of viable, high-impact projects that can attract financing and contribute to Indonesia’s transition toward a circular and sustainable plastics economy.

The Thematic Focus Areas represent the key investment priorities identified through the Landscape Analysis (LA) under the Plastic Circular Investment Initiative (PCII). These areas are strategically selected to accelerate the development of a sustainable plastic ecosystem in Indonesia by mobilizing targeted investments in both recycled plastics and bioplastics. The focus is to strengthen the entire value chain—from upstream waste collection to downstream conversion and product manufacturing—ensuring that each segment contributes to circularity and national climate goals.

Eligibility Criteria

Only applicants that meet all mandatory eligibility criteria will be considered for further assessment under the evaluation process.

All submitted applications will be categorized based on the investment scale categories shown in the table below. Only proposals in the Medium and Large categories will be prioritized for assessment under the selected project/winner track, while proposals in the Small category will still be accepted and supported by being connected to appropriate technical assistance programs.

Benefits of Participating

Shortlisted projects may receive technical assistance according to their track to enhance investment readiness and impact.

Submission Timeline

All applications must be submitted no later than Sunday, 28th of December 2025 (by 23:59 Western Indonesia Time)
Submission of application and all required documents must be done through Microsoft Form
The validity period of all applications is 120 days from the submission deadline.

Apa saja fokus tematik PCII?

Sistem pengumpulan dan pemilahan, fasilitas daur ulang mekanis, fasilitas daur ulang kimia, konversi untuk plastik daur ulang, produksi resin bioplastik untuk rigid dan flexible packaging, mesin konversi bioplastik, pengelolaan akhir masa pakai bioplastik.

Siapa yang bisa mengajukan?

Entitas yang terdaftar di Indonesia dan beroperasi di salah satu fokus tematik PCII. Perusahaan asing dapat mengajukan melalui anak usaha lokal, joint venture, atau MoU dengan mitra Indonesia.

Apa yang terjadi jika proyek saya terpilih?

Proyek akan menerima asistensi teknis seperti:

Asesmen teknis (pra-studi kelayakan, feasibility study)
Penyempurnaan model bisnis
Asesmen lingkungan dan sosial
Dukungan keterlibatan investor

Apa saja kriteria kelayakan wajib?

Pemohon harus:

Terdaftar secara legal di Indonesia
Beroperasi minimal 4 tahun
Bergerak di salah satu fokus tematik PCII
Memiliki rencana investasi yang jelas
Menyerahkan dokumen administratif wajib (profil perusahaan, NIB, NPWP)

Perusahaan menengah dan besar dengan pendapatan > USD 1 juta/tahun dan nilai investasi > USD 1 juta akan diprioritaskan.

Bagaimana cara pendaftaran dan pengiriman dokumen?

Semua dokumen pendaftaran harus dikirimkan melalui online form dalam format PDF, yang diberi penamaan dengan jelas dan sesuai dengan daftar persyaratan yang diminta.

Bagaimana proposal dikategorikan berdasarkan skala investasi?

Proyek dikategorikan ke dalam skala investasi sebagai berikut: a) Proyek skala kecil dengan nilai di bawah USD 1 juta, b) Proyek skala menengah dengan nilai antara USD 1 juta dan USD 15 juta, c) Proyek besar yang nilainya melebihi USD 15 juta. Sementara proposal dari semua kategori diterima, prioritas dalam jalur proyek yang dipilih diberikan pada proyek skala menengah dan besar karena potensi mereka untuk mobilisasi investasi yang lebih besar. Proyek skala kecil masih bisa dihubungkan dengan program bantuan teknis alternatif.

Dokumen apa saja yang harus diserahkan pada tahap ini?

Pada tahap pendaftaran/administratif awal, pemohon harus mengirimkan concept note, profil perusahaan, dan dokumen legalitas seperti NIB dan NPWP yang valid. Keempat dokumen ini merupakan persyaratan wajib untuk melanjutkan ke tahap berikutnya. Pemohon juga dapat menyertakan materi tambahan, seperti MoU kemitraan atau sertifikat administratif lainnya, yang tidak wajib tetapi dapat memperkuat pengajuan.

Kapan batas waktu pendaftaran?

Pendaftaran harus dilakukan paling lambat pada 28 Desember 2025 pukul 23:59 WIB. Pendaftaran yang diterima setelah tenggat waktu tidak akan dipertimbangkan.
